1. This draft Decree prescribes the management mechanism, methods, order and procedures for state quality inspection (hereinafter referred to as quality inspection) for goods on the list of imported goods subject to inspection state inspection of quality (Goods of Group 2 categorized under the Law on Product and Goods Quality); management mechanism, method, order and procedures for state inspection of food safety (hereinafter referred to as food safety inspection) for goods on the list of imported goods subject to state inspection on food safety under the Food Safety Law.
2. This draft Decree does not apply to the following imported goods:
a) Goods specified in (1) which are exclusively used for security and defence purposes;
b) Goods subject to both quarantine and food safety inspection and quality inspection managed by the Ministry of Agriculture and Rural Development;
c) Raw materials for production of drugs and drugs for humans and veterinary drugs.
3. This draft Decree applies to agencies, organizations and individuals involved in the importation of goods subject to quality inspection and food safety inspection, including:
a) Organizations and individuals importing goods subject to state inspection of quality and state inspection of food safety;
b) Ministries in charge of sectors and fields assigned to perform the state management of quality and state management of food safety, specialized agencies under the People's Committees of provinces andmunicipalities;
c) Customs authority;
d) The other organizations and individuals related to quality inspection and food safety inspection.
