Summary	This Draft Circular will fully replace the following legal instruments:   Circular No. 25/2016/TT-BNNPTNT dated 30 June 2016;   Circular No. 35/2018/TT-BNNPTNT dated 25 December 2018;   Circular No. 09/2022/TT-BNNPTNT dated 19 August 2022;   Circular No. 04/2024/TT-BNNPTNT dated 1 April 2024;   Circular No. 28/2025/TT-BNNMT dated 24 June 2025. Additionally, it will annul Article 22 of Circular No. 09/2025/TT-BNNMT dated 19 June 2025.
