The draft Circular amends, supplements or abolish a number of regulations in the field of agriculture and environment:
- Plant production and protection:
(1) decentralize from the Minister of Agriculture and Environment to the Chair persons of provincial-level People's Committee in dealing with administrative procedures for the State inspection of imported pesticide quality;
(2) abolish the conditions for granting Decision on recognition of plant variety testing bodies, and abolish administrative procedures for granting, re-granting the Decision on recognition of plant variety testing bodies;
(3) abolish administrative procedures for self-declaration of plant variety circulation;
(4) extend valid duration of Decision on recognition of fertilizer circulation in Viet Nam from five years to ten years;
(5) simplify administrative procedures for granting Pesticide import License.
- Fisheries: abolish Article 5 of Circular 16/2026/TT-BNNMT to have consistence with the relevant regulations of the revised Law on Fisheries.
- Dyke management: revise scope of application in the light that guidance is only provided to consult with the Ministry of Agriculture and Environment on acceptance of dyke-related activities.
The draft Circular aims to promptly implement relevant higher-level legal instruments; reduce and simplify administrative procedures and business investment conditions; promote decentralization; update procedures and forms; reduce processing time and compliance costs; and facilitate production, business and trade activities by organizations and individuals.
