The draft Decree amends, supplements or abolish a number of regulations in the field of plant production and protection:
(1) abolish administrative procedures for re-granting Pesticide import License;
(2) abolish fertilizer business conditions, administrative procedures for the State management of imported fertilizer inspection, administrative procedures for re-granting fertilizer manufacturing eligibility certificates when such certificates are lost or damaged;
(3) abolish conditions for granting Decision on recognition of a plant variety testing body, and administrative procedures for granting, re-granting Decision on recognition of a plant variety testing body;
(4) decentralize from the Minister of Agriculture and Environment to the Chair persons of provincial-level People's Committee in dealing with two administrative procedures for certifying and re-certifying the export fragrant rice which enjoys tax-free import quotas;
(5) abolish conditions for re-issuing representative service Certificates for plant variety right;
(6) reduce time to carry out some administrative procedures. At the same time, this draft Decree regulates a transition provision related to plant variety testing.
The draft Decree aims to reduce, simplify administrative procedures, business investment conditions, decentralization; update processes and forms.
