The amendment adds emergency measures for:
− Xylella fastidiosa on all Carya spp. eligible for import into New Zealand as seeds for sowing; and
− Ralstonia pseudosolanacearum on Arachis hypogaea seeds for sowing.
The import health standard describes import requirements for seeds for sowing imported into New Zealand.
The measures to manage Xylella fastidiosa on the Carya spp. seeds for sowing are:
i. For seeds produced in a country recognized by MPI as free from Xylella fastidiosa, an additional declaration on the phytosanitary certificate that: "The seeds in this consignment have been grown in, and exported from, the country of origin (insert country name), which is free from Xylella fastidiosa."
ii. For seeds produced in a country not recognized by MPI as free from Xylella fastidiosa, an additional declaration on the phytosanitary certificate that: "The seeds in this consignment have been grown in, and exported from, a pest free area (insert area name) or pest free place of production (insert place name), which is free from Xylella fastidiosa."
AND Level 2 post entry quarantine for a minimum period of 6 months with growing season inspection for disease symptom expression and PCR testing of plants for Xylella fastidiosa during the quarantine period.
The measures for Ralstonia pseudosolanacearum on Arachis hypogaea seeds for sowing are:
An additional declaration on the phytosanitary certificate that:
The Arachis hypogaea seeds have been: produced in a pest free area, free from Ralstonia pseudosolanacearum
OR
produced in a pest free place of production, free from Ralstonia pseudosolanacearum OR officially tested, on a representative sample of a minimum of 400 seeds, officially drawn according to ISTA or AOSA sampling methodology, using an NPPO-approved testing method, and found free from Ralstonia pseudosolanacearum.
The testing must be completed offshore prior to export, or on arrival in New Zealand.
