1. Scope of Regulation This Law provides for the principles and policies on food safety management; the food safety information system; prohibited acts; the rights and responsibilities of organizations and individuals in ensuring food safety; information, education and communication on food safety; conditions applicable to food business establishments; food safety requirements for food products, street food, restaurants, collective catering facilities and school meal services; imported and exported food; food advertising and labeling; food testing, risk analysis, and the prevention, response to and remediation of food safety incidents; and state management of food safety.
2. Structure of the Draft Food Safety Law (Amended)
The Draft Law consists of 71 Articles arranged into 8 Chapters, as follows:

Chapter II: Rights and Responsibilities of Food Business Establishments (Articles 9-14)
Chapter III: Information, Education and Communication on Food Safety (Articles 15-16)
Chapter IV: General Conditions for Ensuring Food Safety; Conditions for Ensuring Safety for Exported and Imported Foods; Food Advertising and Labeling (Articles 17-29)
Chapter V: Conditions of Food Business Establishments (Articles 30-48)
Chapter VI: Food Testing, Risk Analysis, Prevention and Remediation of Food Safety Incidents (Articles 49-60)
Chapter VII: State Management (Articles 61-68)
Chapter VIII: Implementation Provisions (Articles 69-71)
3. Key Revisions and Amendments
(1) Revising and supplementing certain terms and definitions.
(2) Supplementing provisions on the application of the Law in relation to specialized laws.
(3) Supplementing principles for food safety management throughout the food chain, food management measures, the designation of a single authority responsible for state management of food safety, and food safety management based on a unified food safety database from the central to local levels.
(4) Supplementing a number of prohibited acts in food advertising.
(5) Further clarifying the rights and responsibilities of food business establishments.
(6)Restructuring Chapter III on information, education and communication to ensure consistency with the policy of developing the Law as a framework law, while assigning the Government and ministries the authority to provide detailed regulations on management-related matters.
(7) Restructuring Chapter III on conditions for ensuring food safety, Chapter IV on food import and export, and Chapter VII on advertising and labelling into a single chapter.
(8) Revising and supplementing requirements on food testing and technical regulations to ensure consistency with the Law on Product and Goods Quality and the Law on Investment, and addressing issues related to food management measures contained in technical regulations.
(9) Revising and supplementing requirements for the implementation of traceability for all food products circulated on the market.
(10) State management of food: providing general provisions on responsibilities for state management of food safety and assigning the Government to prescribe the responsibilities of ministries, ministerial-level agencies, and People's Committees at all levels.
(11) Supplementing an implementation roadmap for activities related to the development and completion of an interconnected food safety information system linked to the national database system.
