The Order approves the Procedure for Conducting Periodic Research (Testing) of Feed by Market Operators for the Content of Substances that are Restricted or Prohibited.
This Procedure applies to market operators engaged in activities related to the processing of crude vegetable fats and oils, production or processing of animal fats, production of feed mixtures for productive animals and other animals.
Market operators engaged in the sale of fats, oils, and/or products derived therefrom intended for use in feed, including feed mixtures, shall conduct periodic laboratory research (testing) of samples of such fats, oils, and products in accredited laboratories to determine the total content of dioxins and dioxin-like polychlorinated biphenyls.
According to the provisions of the Procedure the laboratory tests shall be carried out by market operators - importers who place feed on the market — in relation to:
• 100% of imported consignments of crude coconut oil, animal fats, fish oil, oils and fats, received from food market operators, mixed fats and oils, tocopherols extracted from vegetable oils and their acetate derivatives, as well as products derived from oils and fats, excluding glycerin, lycetin, phospholipids;
• acidic oils obtained as a result of chemical refining, crude fatty acids and pure distilled fatty acids obtained from decoupling, and soap-alkaline mixture in accordance with ongoing procedures based on the principles of the Hazard Analysis and Critical Control Points System (HACCP) .
