Summary	The  Circular  amends  exiting  regulations  to  cut  and  simplify administrative   procedures   under   the   authority   of   the   Ministry   of   Agriculture   and Environment. It is anticipated that 18 administrative procedures will be eliminated and 20 others will be streamlined.
