Assimilated Regulation 2019/1793 lays down rules concerning the temporary increase of official controls and emergency measures applicable to certain food and feed of non-animal origin entering Great Britain from the countries listed in that Regulation. This is due to the risk of contamination by aflatoxins, pesticide residues, dyes, preservatives, pentachlorophenol and dioxins by microbiological contamination.
The proposed changes listed below are required following a science and evidence-based assessment of the risks by the FSA and FSS.
It is proposed that the notified document (the Regulation) amends Annexes I, and II to Regulation 2019/1793 by introducing the following changes:
• Brazil - New listing in Annex I for Pawpaws (Papaya) (Food), for pesticide residues, at 10% frequency of identity and physical checks.
• China - Delist from Annex I Sweet peppers (Capsicum annuum) (Food – crushed or ground) for Salmonella.
• Ethiopia - Update commodity codes for Sesamum seeds (Food) for Salmonella, listed in Annex II, extending the range of commodities subject to controls.
• Dominican Republic - Increase frequency of identity and physical checks from 20% to 50%, for pesticide residues, to be performed on Aubergines (Solanum melongena) (Food – fresh or chilled), listed in Annex I.
• India
o New listing in Annex II, moving from Annex I, for Drumsticks (Moringa oleifera) (Food fresh, chilled or frozen), for pesticide residues, at 20% frequency of identity and physical checks.
o New listing in Annex II, moving from Annex I, for Ginger, saffron, turmeric (Curcuma), thyme, bay leaves, curry and other spices (Food – dried spices), for pesticide residues, at 20% frequency of identity and physical checks.
o Increase frequency of identity and physical checks to be performed on Nutmeg, mace and cardamoms (Food – dried spices) from 10% to 50%, for pesticide residues, listed in Annex I.
o New listing in Annex II, moving from Annex I, for Okra (Food – fresh, chilled or frozen), for pesticide residues, at 20% frequency of identity and physical checks.
o New listing in Annex II, moving from Annex I, for Seeds of anise, badian, fennel, coriander, cumin or caraway; juniper berries (Food – dried spices), for pesticide residues, at 20% frequency of identity and physical checks.
• Malaysia – Decrease frequency of identity and physical checks from 50% to 20%, for pesticide residues, to be performed on Jackfruit (Artocarpus heterophyllus) (Food – fresh)
• Nigeria - Update commodity codes for Sesamum seeds (Food) for Salmonella, listed in Annex I, extending the range of commodities subject to controls.
• Paraguay - New listing in Annex I for Groundnuts in shell, Groundnuts shelled, Groundnuts, otherwise prepared or preserved, Groundnut Flours and Meals, Oilcake and other solid residues, whether or not ground or in the form of pellets, resulting from the extraction of groundnut Oil, Groundnuts paste, and Peanut Butter (Food and feed), for aflatoxins, at 10% frequency of identity and physical checks.
• Sudan - Update commodity codes for Sesamum seeds (Food) for Salmonella, listed in Annex II, extending the range of commodities subject to controls.
• Syria - Update commodity codes for Sesamum seeds (Food) for Salmonella, listed in Annex I, extending the range of commodities subject to controls.
• Thailand - New listing in Annex I for Pitahaya (dragon fruit) (Food – fresh or chilled), for pesticide residues, at 10% frequency of identity and physical checks.
• Türkiye - Update commodity codes for Sesamum seeds (Food) for Salmonella, listed in Annex II, extending the range of commodities subject to controls.
• Uganda o New listing in Annex II, moving from Annex I, for Peppers of the genus Capsicum (other than sweet) (Food – fresh, chilled or frozen), for pesticide residues, at 20% frequency of identity and physical checks. o Update commodity codes for Sesamum seeds (Food) for Salmonella, listed in Annex II, extending the range of commodities subject to controls.
• Viet Nam – Decrease frequency of identity and physical checks from 50% to 20%, for pesticide residues, to be performed on Okra (Food – fresh, chilled or frozen)
